Industry Specific ComplianceThe Government of Rajasthan on January 28, 2026, issued the Rajasthan Electricity Regulatory Commission (Electricity Supply Code and Connected Matters) (Second Amendment), Regulations, 2025 to further amend the Rajasthan Electricity Regulatory Commission (Electricity supply code and connected matters) Regulations, 2021.

These Regulations shall apply to distribution licensees including deemed licensees and consumers in the State.

The following amendments have been stated:

• The Sub Regulation 11.7(d) of the Principal Regulations shall be substituted as under: 

"Any outstanding dues against any permanently disconnected connection shall be recoverable from another existing/ new connection in the name of the Owner/ Occupier by serving a notice of thirty (30) days. An opportunity of personal hearing and reply of the notice shall be given to the consumer and thereafter, a speaking order shall have to be issued by the licensee after due consideration of the reply of the notice as well as facts furnished during personal hearing. No recovery shall be affected/ disconnection made, without the issue of speaking order. If the consumer is aggrieved with the speaking order, he shall be at the liberty to approach the appropriate consumer grievance redressal forums. " 

• The Sub Regulation 11.8 (b) of the Principal Regulations shall be substituted as under: 

b) An application for restoration of supply shall be considered: 

(i) For Agriculture Consumers - As prescribed in the State Agriculture Policy 

(ii) HT/EHT consumers - Within 2 years from the date of disconnection 

(iii) For others - Within 5 years from the date of disconnection 

A connection shall be treated as permanently disconnected after expiry of the respective period of disconnection indicated above. Such consumers who are classified permanently disconnect consumers shall have to apply a fresh if connections is desired in the same premises. 

• A proviso shall be added below Sub Regulation 11.8 (d) of the Principal Regulations as under: 

“Provided that applicant applying for reconnection will be considered as new consumer after expiry of period one year in case of HT/EHT consumers and two years in case of other consumers (other than HT and EHT) from the date of disconnection, if line material is removed by the licensee and has to bear the cost of line and plant.”

• A new schedule-I, 2A shall be added above existing schedule-I, 2.1 of the Principal Regulations as under:- 

2A. Connection charges up to load of 150 kW to be applicable for domestic and non-domestic applicants whose premise falls within 300 meter of available 24 hour supply three phase LT network and for industrial and mix load applicants whose premise falls within 200 meters of available 24 hour supply three phase LT network. 

These Regulations shall come into force from January 28, 2026.
